Meet Indiana State Police Fort Wayne District Trooper of the Month: Trooper Blake Kugler

Trooper Kugler is currently assigned patrol duties in Dekalb and Noble Counties. He was raised in Steuben County Indiana and remains close to home in his career with the Indiana State Police. Before becoming an Indiana State Police Trooper in 2022, he worked as an officer for the Kendallville Police Department for almost four years. Early in his career with the Indiana State Police, he has proven himself to be a hard-working Trooper who is active and committed to his community. He was presented with the Silver Star and Combat Action Award for his heroic actions during an incident in Kendallville. While on patrol, he is always thinking about making his community better for his kids. And he always wants to stay humble as he works to make his community safer. Trooper Kugler is married with three children, which strengthens his ties to the communities he works in. When he is not trooping, he is an avid outdoorsman and enjoys hunting, fishing and just being outside.

An Indiana State Police Fort Wayne District Trooper died twenty-six years ago on this date. We lost Trooper Cory R. Elson when he was shot and killed after making a traffic stop in the rear of an auto parts store in Decatur.

As he exited his vehicle, the suspect opened fire with an assault rifle. One of the first rounds penetrated the cruiser's door and struck Trooper Elson in the leg. He retreated to the rear of his cruiser and returned fire. The suspect continued to fire at Trooper Elson, firing as many as 36 rounds, fatally wounding him. An employee of a business was shot and wounded during the gunfire but was able to call 911.

The 38-year-old suspect fled the scene but was captured the next day. He was later sentenced to life in prison without parole plus 20 years for operating a machine gun after entering a plea agreement to be spared the death penalty.

Trooper Elson, from Fort Wayne, had recently graduated from the academy and was assigned to the Fort Wayne post. He was survived by his wife, sister and parents.

Trooper Elson was the second of three troopers within 11 months to be killed in the line of duty from the 56th ISP Recruit Academy, which graduated in December 1998. He was a roommate of Trooper Richard Gaston who was killed in the line of duty on March 4, 1999.

We will always remember, forever honor, and respect those that serve in their memory!
